For another user to connect to your server they will need to follow the same procedure that you had done to connect to your server. You will need to supply them with your ip/hostname and they will then need to insert the ip and port number into their ventrilo client and hit ok followed by clicking connect.  If you added a join password to your server they will also need to input that in the appropriate box in their ventrilo client.
